The entire bowl picture won’t be settled until December 7, but it’s at least becoming somewhat clearer where State might end up.
There is general consensus that Georgia Tech will play in the Orange Bowl regardless of whether they win or lose the ACC Championship Game.
State is eligible for a Tier I bowl, but could drop to a Tier II depending on who takes Notre Dame.
J.P. Giglio is all over it.
Then the Tier I bowls — Sun, Belk, Pinstripe and either Gator or Music City (but not both) — will be decided

To repeat: These are the only teams eligible for Tier I bowls: Clem (9-3), UofL (9-3), Duke (9-3), NC State (7-5), BC (7-5), ND (7-5)

Notre Dame (7-5) is in the ACC bowl order and an eligible Tier I team but can't be picked ahead of Clemson, Duke or Louisville

Then Tier I teams will draw for Notre Dame. They will put names in a hat and draw for Notre Dame

Once ND is determined, the Tier I bowls will make their selections from the pool

So, there's a chance Belk does not win draw and NC State could land in Charlotte
